The 2025 LEMAC Energy Horizons Conference brings together professionals at the forefront of Canada’s evolving land and energy sectors to explore the critical intersections of land stewardship, people-centered leadership, and innovative technologies shaping the future.

Under the theme “Land, People, Innovation,” this year’s conference will dive into the real-world challenges and opportunities facing land professionals as they navigate an increasingly complex regulatory environment, evolving Indigenous partnerships, decarbonization pathways, and the digitization of land and energy data. Chair of WPC Energy Canada, Dean has over 30 years of experience in the petroleum industry, both domestically and internationally, working with junior, intermediate, senior and integrated multinational companies, as well as time spent in the service sector. He has worked on exploration, production and development projects as well as A&D and corporate restructuring in North America, South America, Africa and the North Sea. Between 2003 and 2014 Dean held senior management roles at a number of oil and gas companies, most recently Chief Operating Officer of Caracal Energy Inc.

Currently, as the Manager for Carbon Capture, Utilization, and Decarbonization at InnoTech Alberta, Aref oversees two key facilities. One is the Alberta Carbon Conversion Technology Center, a large-scale site dedicated to demonstrating and de-risking technologies that are nearing the final stages of development. The other is InnoTech’s CCUS research lab, which support start-up companies in developing innovative technologies. In his capacity, Aref manages technology advancements in the CCU field, guiding projects from Technology Readiness Level (TRL) 2 all the way to TRL 9.

With over 15 years of experience, Matti has represented clients before all levels of court in Canada, handling both domestic and cross-border cases. Her experience extends to international arbitration, including representing clients before the ICC International Court of Arbitration, the London Court of International Arbitration, and the United Nations Commission on International Trade Law, under treaties including NAFTA, WTO-TRIPS and Berne Convention. She has also been involved in various insolvency matters, serving the monitor in cross-border restructurings and the receiver in several Alberta receiverships. Additionally, Matti has represented creditors in Canadian insolvency proceedings.

Matti has worked with domestic and international companies on complex environmental contamination disputes. She has also handled intellectual property disputes, including cases related to copyright infringement, breach of confidentiality, and trademark infringement.

SHANNON JOSEPH

A sustainable development and public affairs professional with over 15 years of experience that includes environmental engineering, municipal sustainability program management, the upstream oil and gas industry and Indigenous relations. She is motivated by the strong conviction that energy is about people and that abundant, affordable, low-emission energy is a precondition for growing the middle class, protecting the environment and in Canada, advancing reconciliation.

Currently serving as Chair of Energy for a Secure Future, Ms. Joseph spent close to 10 years in progressively senior roles at the Federation of Canadian Municipalities, including as Senior Manager of Research and Development with its Green Municipal Fund and as the founding Director of the Municipalities for Climate Innovation Program, a $75 million capacity building and granting program focused on climate change mitigation and adaption at the community level.

Most recently, Ms. Joseph served as Vice-President, Government Relations and Indigenous Affairs for the Canadian Association of Petroleum Producers (CAPP). She led work related to federal policies affecting Canada’s upstream oil and natural gas industry, including the Impact Assessment Act (Bill C-69), United Nations Declaration on the Rights of Indigenous People’s Act and various climate change focused policies. An important part of this work involved building relationships with Indigenous organizations in support of ongoing economic reconciliation in Canada.

A member of the Order of Engineers of Quebec, Ms. Joseph holds a Bachelor of Engineering degree from McGill University and Master of Applied Science in Civil Engineering from the University of Toronto. Ms. Joseph has served on the Boards of Directors of the Canadian Environmental Grantmakers Network (now Environmental Funders Canada) and the Energy Council of Canada and was a member of the Advisory Council for the University of Ottawa’s Positive Energy initiative.

John Desjarlais, a Nehinaw (Cree)-Métis leader from Cumberland House, Saskatchewan, serves as Executive Director of the Indigenous Resource Network (IRN) since March 2023. He has been instrumental in driving IRN’s advocacy to ensure Indigenous peoples are meaningfully included in Canada’s resource economy—from board leadership to leading public campaigns like Ownership is Reconciliation.

An engineer by training (B.Sc., Mechanical Engineering, University of Saskatchewan) with business credentials including an MBA and certifications in governance and communications, John brings extensive leadership experience. He’s held senior roles in engineering, mining operations, occupational safety, and First Nations economic development, notably serving as president of Engineers & Geoscientists Saskatchewan (APEGS). LARSON STARLIGHT

INDIGENOUS PARTNERSHIP PANELLIST

 

Larson Starlight is a proud member of both the Tsuut’ina Nation and Siksika Nation. He was raised on the Tsuut’ina Nation and completed his primary and secondary education in the City of Calgary before pursuing post-secondary studies in British Columbia.

Larson began his professional career as a golfer at Redwood Meadows Golf and Country Club, where he developed his leadership and teamwork skills. He later transitioned into the gaming industry, serving as General Manager of the Charities Department at Grey Eagle Casino, where he oversaw community benefit initiatives and partnerships.

Today, Larson serves as the Director of External Affairs for Northern Dancer Energy. In this role, he focuses on building meaningful relationships between First Nations communities and the energy sector, ensuring that Indigenous perspectives and partnerships are integrated into Northern Dancer’s projects across Western Canada.

Northern Dancer Energy is working on a proposal to design and build a 1270 km natural gas pipeline between AB/BC and 245km east of Tuktoyaktuk, NT. It is estimated that this new infrastructure will cost $30 billion CDN. They also look to construct a future power line along the right of way. Through consultations and partnerships with Indigenous First Nations, new power generation and distribution assets will be constructed, enabling further industrial development in the north. This infrastructure will allow residents and business owners to benefit from lower electricity and heating costs.

VISHAL SAINI

Vishal Saini holds a Bachelor of Commerce with Distinction in Petroleum Land Management from the University of Calgary and completed the Public Policy Executive Leadership Program at the University of Ottawa. Since November 2024, he has served as Acting Manager, Policy at Indian Oil and Gas Canada (IOGC), where he collaborates with the Department of Justice and First Nations to amend legislation for oil and gas development on First Nation lands.

Vishal’s career spans roles in acquisitions and divestitures, mineral land, surface land management, and policy leadership. He began at Harvest Operations Corp. before joining the federal crown in 2017, starting with IOGC and later working with Indigenous Services Canada on major projects on Tsuut’ina such as the Costco lease and Redwood Meadows lease extension. His work reflects a strong commitment to advancing Indigenous land stewardship and regulatory modernization.

A lifelong Calgarian, Vishal actively supports arts and culture as a board member for Alberta Theatre Projects and the Werklund Centre (formerly known as Arts Commons). Outside of work, he enjoys biking, hiking, and exploring Alberta’s outdoors with his family.

Scott Clark grew up on a family farm in Northern Alberta, and still works the land with his father and extended family. After graduating from the University of Alberta with a degree in Economics, he began a career as a Surface Landman, Realtor, and Project Manager.

Scott manages the acquisition of land, permitting and rezoning for energy infrastructure, mining projects, industrial facilities, commercial and residential projects, and agricultural programs. His experience has enabled him to execute effectively on projects across North America and collaborate closely with governments, municipalities, and First Nations to achieve mutually beneficial results.
