The 2025 LEMAC Energy Horizons Conference brings together professionals at the forefront of Canada’s evolving land and energy sectors to explore the critical intersections of land stewardship, people-centered leadership, and innovative technologies shaping the future.
Under the theme “Land, People, Innovation,” this year’s conference will dive into the real-world challenges and opportunities facing land professionals as they navigate an increasingly complex regulatory environment, evolving Indigenous partnerships, decarbonization pathways, and the digitization of land and energy data. From AI in land management to the latest in carbon capture, attendees will gain insight into the strategies and solutions transforming how projects are developed and sustained across Western Canada.
 Featuring keynote addresses, expert panels, and breakout sessions, the conference provides a platform for collaboration, education, and connection among industry leaders, emerging professionals, and policy influencers. Chair of WPS Energy Canada, Dean has over 30 years of experience in the petroleum industry, both domestically and internationally, working with junior, intermediate, senior and integrated multinational companies, as well as time spent in the service sector. He has worked on exploration, production and development projects as well as A&D and corporate restructuring in North America, South America, Africa and the North Sea. Between 2003 and 2014 Dean held senior management roles at a number of oil and gas companies, most recently Chief Operating Officer of Caracal Energy Inc.

After the sale of Caracal in 2014 he happily retired in order to pursue volunteer opportunities. Dean served on the Board of Karate Alberta from 2014 to 2018, and volunteered from 2018 to 2023 as Vice-Chair of WPC Canada Board and the COO of the 24th WPC Congress held in Calgary in September of 2023. Dean currently serves as the Chair of the WPC Energy Canada Board and is a member of the Executive Committee of WPC Energy International.

With over 20 years of executive leadership experience and ongoing doctoral research in AI Governance, Ethics, and the Future of Work at the University of Alberta, she bridges technical innovation with real-world governance, change management, and impact strategy.

A recognized voice in global AI discourse, Sandrine participates in international initiatives, including the AI for Good Global Summit (ITU, Geneva) in July 2025, and will be a speaker at the Future Summit in 2025—a global AI and business innovation experience taking place in Calgary at the BMO Centre from November 18–20, 2025. She advises public institutions, private-sector leaders, and academic organizations on aligning generative-AI innovation with governance frameworks, regulatory compliance, and long-term social impact. Her technical expertise spans retrieval-augmented generation (RAG) architectures, prompt engineering, Microsoft Copilot deployment, and AI-enabled workflow design using LangChain and Python.

SHANNON JOSEPH

A sustainable development and public affairs professional with over 15 years of experience that includes environmental engineering, municipal sustainability program management, the upstream oil and gas industry and Indigenous relations. She is motivated by the strong conviction that energy is about people and that abundant, affordable, low-emission energy is a precondition for growing the middle class, protecting the environment and in Canada, advancing reconciliation.
Currently serving as Chair of Energy for a Secure Future, Ms. Joseph spent close to 10 years in progressively senior roles at the Federation of Canadian Municipalities, including as Senior Manager of Research and Development with its Green Municipal Fund and as the founding Director of the Municipalities for Climate Innovation Program, a $75 million capacity building and granting program focused on climate change mitigation and adaption at the community level.

Most recently, Ms. Joseph served as Vice-President, Government Relations and Indigenous Affairs for the Canadian Association of Petroleum Producers (CAPP). She led work related to federal policies affecting Canada’s upstream oil and natural gas industry, including the Impact Assessment Act (Bill C-69), United Nations Declaration on the Rights of Indigenous People’s Act and various climate change focused policies. An important part of this work involved building relationships with Indigenous organizations in support of ongoing economic reconciliation in Canada.
A member of the Order of Engineers of Quebec, Ms. Joseph holds a Bachelor of Engineering degree from McGill University and Master of Applied Science in Civil Engineering from the University of Toronto. Ms. Joseph has served on the Boards of Directors of the Canadian Environmental Grantmakers Network (now Environmental Funders Canada) and the Energy Council of Canada and was a member of the Advisory Council for the University of Ottawa’s Positive Energy initiative.

John Desjarlais, a Nehinaw (Cree)-Métis leader from Cumberland House, Saskatchewan, serves as Executive Director of the Indigenous Resource Network (IRN) since March 2023. He has been instrumental in driving IRN’s advocacy to ensure Indigenous peoples are meaningfully included in Canada’s resource economy—from board leadership to leading public campaigns like Ownership is Reconciliation.
An engineer by training (B.Sc., Mechanical Engineering, University of Saskatchewan) with business credentials including an MBA and certifications in governance and communications, John brings extensive leadership experience. He’s held senior roles in engineering, mining operations, occupational safety, and First Nations economic development, notably serving as president of Engineers & Geoscientists Saskatchewan (APEGS). He also led an industrial contracting and construction firm as General Manager.

SPEAKER: PARTNER INSOLVENCIES AND IMPACTS UNDER THE OWA

Lars De Pauw has guided Alberta’s Orphan Well Association (OWA) through a transformative era since joining the organization in 2017. Under his leadership, OWA has emerged as one of Canada’s largest and most active energy-site closure agencies, accelerating the decommissioning and reclamation of legacy oil and gas infrastructure across the province.
A seasoned environmental engineer, Lars brings a technical background in environmental reclamation and organizational leadership to the OWA. His early experience working with energy producers and service companies laid the foundation for his current role, where he leads cross-sector collaboration to ensure Alberta’s lands are safely and sustainably restored.

Holding a Chemical Engineering degree from Universidad Industrial de Santander (Colombia) and an M.Sc. in Chemical and Petroleum Engineering from the University of Calgary, Ericka blends strong technical foundations with global insights.
